Currently using Topping E30, but a home ground loop issue is pushing me toward a balanced DAC. Upper range of budget is 1k USD.

The problem with the loop will cost less to fix.
How did you connect the whole thing?
If it’s really going to be a new dac/amp.
In this price range, Questyle cma 400i and Singxer Sda 2C are very good.
Connected via USB to PC, tried multiple power outlets & multiple PCs in the house with the DACs that I have, all same issues. Currently using an ifi Defender to mitigate the buzzing when using KB+M, but that’s caused its own issues with reduced soundstage and bloating the bass.

I think it is questionable whether a new Dac will really help.
Then a mains filter strip would be the step I would take before buying a new Dac.
I would first check your cabling.
And switch off the PC where you don’t need it.
If you have 3-4 PCs running plus standby devices plus the kitchen appliances, this can lead to a hum loop, just as it can if the PC is not earthed.
And use a maximum of 6 slots on the power strip without any extension to the next strip.
