I assume she didn’t say it, and it was either:
a) originally made as a specific jab at her faculties
b) someone thought the expression was a perfect match for a daft “eureka” moment.
There’s a good chance she gets very little international coverage and was made with intention a) but posted with intention b).

That’s the thing, you can never be sure when it comes to her. I don’t think she’s said it, but I also wouldn’t be the least bit surprised if someone linked proof that she did.
