Seems plausible… Had this pic saved already as an example of “early drones.”
So, ironically, that’s actually been done. I think the context of these photos was supposedly WW2 surveillance. Obviously, it came from the internet, so… Worst case, it’s a recycled joke. 
I just read a blurb on reddit about how the Chinese military have been training 10,000 pigeons to become letter carriers in the event electronic communications go down during an event.
