My mom is looking for a good pair of wireless headphones/earbuds/IEMs. She doesn’t want to spend very much, but I want to recommend her a good pair. The thing is, I just can’t seem to find any for cheap. Anyone got any suggestions? Or are they all just that pricey if you want good sound quality? (they have to be closed back if headphones.)

I think that combination comes in under the $70 price tag for wireless.
Bl-03 is great and cheap. Bl-05 is just out and getting good press at $50 too.
If you want a true wireless IEM, the Moondrop spark looks promising. Its really new so I would wait for reviews to come out first. Other than that your best bet would be getting a cheap IEM and changing the cable to a wireless one. What rgdelato said should work great.
