half the time I reply to people it doesn’t visually link them or show that it is a reply under their comment. Am I misunderstanding my own blunder, or am I doing things right but it’s just actually bugged??

Platform design choice to not show it’s a reply if it’s the immediate next message. You still have a quote button when composing the reply if you want to make it more explicit though.

No, it is annoying.
But the developers of the forum software (Discourse) are a bit stuck to their Vision.
